You likely have a restriction in the heater coolant hose circuit - perhaps a coolant control valve not fully opening, or a kinked hose. Insufficient coolant volume is flowing to keep the heater core hot. Try back flushing the heater core system with a garden hose to check flow.

At 90 degrees outside, a thermometer in the front middle left air vent air blows at 51.6 degrees (within gm spec). Just find the fuse for it underneath the instrument panel on the passenger's side, remove it, wait about a minute or so, then put the fuse back in. Then, turn on your car and the AC will be running. Let the AC run and don't touch anything for 5 min or so. The system will recalibrate the blend door motors.
