It's purpose is to cap the total damage output of melee weapons against multiple targets. Let's say you hit 4 targets at the same time with a single swing, with 100 base damage and 0.6x follow through. The first target receive 100 dmg. The second receive 100 x 0.6 = 60 dmg. The third receive 60 x 0.6 = 36 dmg.

For Incarnon weapons with the Devouring/Devastating evolution, use Xata for its unique way of creating an additional hit which will inherit its progenitor hit's 2000% proc as well as having its own chance to trigger the 2000% proc - this ends up a much bigger damage buff than Roar can give ... Maybe incarnon change alone makes it a monster, but the other weapons look way more interesting so I went with Bo and Latron. Also, the Strun is already an amazing weapon easily able to 1 tap fully armored steel path mobs, getting incarnon forms for weaker weapons first may be the smarter option.

You take 20% extra sprint speed and slide or 20% extra AS, 1.5 extra range on slides, 30% more parkour velocity and on slide kill get 50% Heavy attack efficiency. The single target damage potential of top tier single target weapons in actual play, such as the Rubico Prime, Nataruk and now the Incarnon weapons is simply superior to radial AoE such as the Zarr and the Bramma.
